* rpc : refactor the RPC transport
Move all transport related code into a separate file and use the
socket_t interface to hide all transport implementation details.
* fix win32
* better socket_t construction
Reuse the buffer for the ggml context which is used for creating the
compute graph on the server side. This partially addresses a memory leak
created by the CUDA backend due to using buffer addresses as cache
keys.
ref: #21265
ref: #20315
When RPC is running with a remote backend which doesn't have init_tensor
function (like CPU and Metal), the server log gets full with error
messages saying that init_tensor is being called with null buffer which
is incorrect. This patch fixes this.
The compute graph may contain tensors pointing to CPU buffers. In these
cases the buffer address is serialized as 0 and sent over the wire.
However, the data pointer is serialized as-is and this prevents proper
validation on the server side. This patches fixes this by serializing
the data pointer as 0 for non-RPC buffers and doing proper validation on
the server side.

* server : add arg for disabling prompt caching
Disabling prompt caching is useful for clients who are restricted to
sending only OpenAI-compat requests and want deterministic
responses.
* address review comments
* address review comments
Store the last computed graph and reuse it when possible.
Also do not return response from GRAPH_COMPUTE and assume it always
completes successfully. If this this is not the case, the server closes
the connection. This saves us a network round trip to the server.
* rpc : report actual free memory
Start reporting the free memory on every device instead of using
fixed values. Now llama-cli users can get a nice memory breakdown
when using RPC devices.
* drop --mem in rpc-server
In streaming mode when prompt exceeds context length, the server returns
HTTP 200 status code with a JSON error in the body. This is very
confusing and inconsistent with all other inference engines which return
HTTP 4xx error in this case.
This patch fixes this problem and makes the server return HTTP 400 in
such cases.

exposing multiple devices from a single server.

* rpc : add support for multiple devices
Allow rpc-server to expose multiple devices from a single endpoint.
Change RPC protocol to include device identifier where needed.

* ci : create git tags for released docker images
When releasing a docker image for build number X, we should also create
the corresponding git tag. This allows users to easily checkout the
corresponding source tree for given docker image.

Use RPC_DEBUG environment variable to enable debug messages.
Add helper macro LOG_DBG() which does an early
check of the env var before calling GGML_LOG_DEBUG().
Make sure we log a debug message for every server function.
* server : include usage statistics only when user request them
When serving the OpenAI compatible API, we should check if
{"stream_options": {"include_usage": true} is set in the request when
deciding whether we should send usage statistics

* add unit test
Currently if RPC servers are specified with '--rpc' and there is a local
GPU available (e.g. CUDA), the benchmark will be performed only on the
RPC device(s) but the backend result column will say "CUDA,RPC" which is
incorrect. This patch is adding all local GPU devices and makes
llama-bench consistent with llama-cli.

RPC_CMD_SET_TENSOR always returns an empty response and we send this 4
times per token. We can improve TG speed if we don't wait for this empty
response.
The performance impact of this change depends on the network latency.
Add RPC_CMD_HELLO for getting the version of the protocol implemend by
the server. Follow the semantic versioning rules at https://semver.org
Hopefully this bring better user experience when we make breaking
changes at the protocol level and avoid issues like #12465

List devices in the same order as they appear when evaluating the model
and splitting tensors across devices, i.e. RPC devices come first in the
list.
ref #11435
Build fails when using HIP and GGML_BACKEND_DL:
```
/usr/bin/ld: ../ggml/src/libggml.so: undefined reference to `ggml_backend_cuda_reg'
collect2: error: ld returned 1 exit status
```
This patch fixes this.
* vulkan : do not use tensor->extra
This patch allows using the Vulkan backend with the RPC backend as
tensor->extra is no longer used.
