This option was introduced as a workaround because cpp-httplib could not
build on visionOS. Since it has been fixed and now compiles on all platforms,
we can remove it and simplify many things.

This commit introduces a mechanism to embed all licenses directly
into the compiled binaries.
This eliminates the need to distribute separate LICENSE files alongside
the executable, making the binaries self-contained and simplifying
deployment.
The current approach has several drawbacks. Mostly, when
cross-compiling, invoking the compiler binary directly to query the
machine hardware can behave unexpectedly depending on the toolchain
wrapper (using COMPILER_TARGET, CFLAGS, etc).
As CMake is the official tool to build llama.cpp, I propose to only rely
on it to get those variables (`CMAKE_SYSTEM_NAME` and
`CMAKE_SYSTEM_PROCESSOR`).

Previously, cmake was forcing `_WIN32_WINNT=0x0A00` for MinGW builds,
This caused "macro redefined" warnings with toolchains that define the version.
This also removes the `GGML_WIN_VER` variable as it is no longer needed.

Some toolchains do not support linking via pragmas such as:

so we need to add the library explicitly.

This change limits progress updates to approximately every 0.1% of the
file size to minimize stdio overhead.
Also fixes compiler warnings regarding __func__ in lambdas.

`test-arg-parser.cpp` has been updated to work consistently,
regardless of whether CURL or SSL support is available, and
now always points to `ggml.ai`.
The previous timeout test has been removed, but it can be
added back by providing a dedicated URL under `ggml.ai`.

The JSON parser is temporarily kept only for backward compatibility. It
reads the etag from old .json files to prevent unnecessary re-downloads
for existing users.
This legacy code can be removed in a future version.

Introduce a new `LLAMA_OPENSSL` option, enabled by default.
This preserves the previous default (libcurl first, OpenSSL as fallback),
while allowing OpenSSL to be disabled if desired.

Generalize Linux check to `__linux__` to support non-glibc systems (like musl).
Also, return `false` on unknown/untested OS.
Without this commit, the code compiles (with warnings) but fails:

When compiling with GGML_STATIC=ON, the build process would produce a
binary that was still dynamically linked to OpenMP. This defeats the
purpose of a static build:

This commit resolves the issue by modifying `CMAKE_FIND_LIBRARY_SUFFIXES`
to prioritize `.a` files, forcing CMake to link the static version of
the library.
