convert : add compressed-tensors NVFP4 support (#21095)

* Refactored Compressed Tensors NVFP4 support for new base.py

* Support compressed-tensors NVFP4 conversion

* Moved Qwen MTP remap into filter_tensors

* simplify

* pathlib no longer used
