Add job board scraper: modular scrapers, SQLite storage, web UI

Browse Source 
Scrapes slo-tech.com (Ljubljana) every 24h, stores jobs in SQLite and
tracks which are new vs. seen. New sites can be added as modules in
src/scrapers/.
